ICT at Grade 9 is split between knowing how a system works and being able to make one do something. Hardware, operating systems and networks are the first half; word processing, spreadsheets, databases and presentation are the second, and they are assessed on whether a pupil can choose the right tool for a described job.
Algorithms are the part that transfers. Flowcharts and simple programming teach a pupil to break a task into ordered steps that a machine could follow, which is the same skill the rest of the syllabus keeps asking for in disguise.
