By Grade 2 reading turns from decoding a word into carrying a sentence. A child who sounds out every word correctly can still have lost the meaning by the time they reach the full stop, so the year is spent building enough fluency that the sentence survives being read — which is quietly what every comprehension question depends on.
Writing arrives properly alongside it. A capital letter at the start, a full stop at the end, and a verb that matches whoever is doing the action are rules a Grade 2 child still applies deliberately, long before any of them become automatic. Grammar at this stage is the small machinery those sentences need: plurals, articles, simple tenses.
