Grade 3 is the regrouping year, and regrouping is the first thing in primary maths that must be done in a fixed order. Carrying in addition and borrowing in subtraction both rest on one fact — that ten ones and one ten are the same amount written two ways — and a child who has memorised the steps without that idea will produce confident nonsense the moment a zero turns up in the middle of a number.
The times tables sit alongside it and matter more than they look, because every year after this one assumes them. Division then arrives as the question a table answers backwards, fractions extend halves and quarters into thirds and fifths, and Roman numerals, pictograms and the calendar each add another way of recording an amount that is not the ordinary digits.

How it is practised
Division questions are checked so the answer comes out whole, because a child still learning to divide should never be told that 22.5 children shared the sweets.
Word problems change what the child has to do, not just the numbers — a quantity withheld so they must derive it, an intermediate step asked for instead of the total, or the whole problem run backwards.
Chapters break into named sub-topics with live question counts, so borrowing across a zero can be drilled on its own without sitting through the whole subtraction chapter again.
